parse_options_get_cost_model() documented, but not exported

Using 4.4.1 on MacOS X 10.5.5.

I don't anticipate ever needing to use this, at least while there's only
one function pointer, but IMO it should either be exported or be removed
from the documentation.

Versions as old as 4.1.1 (which I think is essentially the original CMU 
release) do
not contain this function (although it does appear in a header file).

Hmm, synchronicity is a funny thing.  I just spent the last 3 days prototyping 
an
alternate cost model.  I will add the getter and setter "real soon now".
