URGENT: sales tax is not being applied to freight even with Freight Taxable selected in the sales tax setup #113

What steps will reproduce the problem?
1. set up sales tax with freight taxable
2. create new SO with products taxed and add shipping

What is the expected output? What do you see instead?
Sales tax should be applied to freight. Sales tax is not being applied to 
freight.

What version of the product are you using? On what operating system?
3.5RC3 on a Linux server

Please provide any additional information below.
I thought this was an error with the zen cart module but then I tried creating 
a new SO in PB and get the same result.

I didn't see how to change the priority but I think it should be high and not 
medium since sales orders are not calculated correctly and throws everything 
off making this unusable.
