Investigate legality of distributing 7-z, sgen, ilmerge #21

I don't think I can legally distribute Ilmerge because of its license.

I am pretty sure, after trying to read through the license agreements, that 
ILMerge
is not legally able to be passed around. I assume that parts of the SDK are 
under the
same restriction, so I also got rid of sgen. Now, the post_build script just 
sets
some variables, if they aren't found, the script just skips that step. Script 
updated
in r334. Files deleted in r335. From what I can tell 7-z can be distributed 
without
penalties, so I will continue to package that with the source.
