A configurable tools menu that can use the current path current selected
file, etc and launch a process from a dynamic dropdown. Maybe other
constants could be used as well (Windows folder, documents and settings
folder, etc.). Originally a part of issue 71.

Added support in r396. Available variables to use in path or arguments include,
SelectedFile, SelectedFile1, SelectedFile2, SelectedPath, SelectedPath1,
SelectedPath2. Others can be added relatively easily in code.
