Using OSInfo.class to select OS-specific build options #63

Current sqlite/Makefile uses uname -a to extract the OS information to select 
the compile-time options. Now, we have to build 32/64-bit Win/Mac/Linux 
native libraries, so Makefile should be modified so that it works without 
supplying configuration parameters as in Makefile.package.
