Frontend: Implement a submit button

Create the submit button in order to achieve #11

The requirements of this button are: Format requirements:

• [x] At least there is one explicits tag.
• [x] Text area is not empty

The effect of the button is:

• [x] Information would be locally save
• [ ] If it is possible information would be remotely upload.

In order to implement the requirements we need to create a App Store or something similar. Some options could be:

• react redux
• react context

But since the there is only one level we are going to use useState :D
