Added configurable base url #23

Explain why my app needs to have base url. Do you have your own private servers where you run your models? Base url is incompatible with API i used.

Some people live in places without direct access and have to use a proxy.

For me, I use Azure's OpenAI's API. Either way I made the PR so I could it use it myself

Incompatible change. Already released in SpeakGPT 2.24
