Leverage GitHub actions to publish releases on tagging

The action failed with:

Error: Container action is only supported on Linux

https://github.com/AndreMiras/pycaw/runs/6050710309?check_suite_focus=true So we probably will have to do it without using the pypa/gh-action-pypi-publish
