use tests/testthat/test-unit-utils.R

[ ] R/utils/mkDat
- [ ] unit test on dimensions
- [ ] unit test on spatial.list
- [ ] unit test on projection.dat

use tests/testthat/utils-mkMap but add -mkDat

move setup.projDat and setup.spatialDat to spatial_utils.R
