Convert the codebase to Typescript and ESM

• introduce Typescript and ESM. Set package to type: module and setup exports field.

• the package should output to ESM and CJS (ideally). we can probably use TSUP. Exporting the d.ts file could also be a nice-to-have. Add pnpm build command to semantic release flow.
• add tsconfig.paths to simplify relative paths
