Hail elected contacts on a Crash event #4

Assuming the driver has crashed, the app will notify a set of recipients. We can call this a Panic operation.

For this milestone:

Determine recipient for Hail.
Send a message to recipient

Some research is needed into How to 'send a message':

text? call? email? other?)
capabilities of the above? iPhone SDK again, has tight privelege restrictions...

We can further refine for later milestones:

Embeded more information in the Hail - maps, route travelled, nature of Crash.
Smarter recipient determination, ie, proximity, severity of crash.
Fallback to other messaging types on failure, i.e. if can't call then text.
Fallback to other recipients if no acknowledgement
Contacting emergency services
