When the device successfully notifies a recipient that the user has crashed, the recipient can acknowledge the event to prevent further escalation.
For example, the system may contact a trusted friend who takes responsibility for rescuing the user such that further action is unnecessary.
This is really only for future milestones involving server components. Escalation isn't really possible otherwise.
