Add more settings to create league page

Some examples:

• The ability to manually pick the draft order
• Custom point system? - Week points, or league WLT point changes
• Restricting access, password, invite only
• Time and date to automatically start the draft?
• Trading draft picks?
• Limit on number of players in a league
• Roster/Active team size
• Number of draft rounds
• Time per draft pick
• Number of locked teams

Of course, many of these override the current constants in globals. These constants will have to be used as defaults instead

Anything that calls these will have to call to the datastore for the league instead

I've decided to limit the scope of this issue to the following items:

• Restricting access, password, invite only
• Time and date to automatically start the draft
• Limit on number of players in a league
• Roster/Active team size
• Number of draft rounds
• Time per draft pick
• Number of locked teams
