It might be easier to replace PyGTK and switch to wxPython since wxPython4 is pip installable for Windows. wxPython 4 doesn't seem pip installable on Ubuntu 16.04 currently, so maybe wxPython 3 will work.

Test using wxPython 4 for Windows
- CEFPython Sample
- Distro with pyinstaller
