The ic2 / gregtech computer chip isn't craftable currently. The issue is that the ovscanner in the recipe is a version that isn't craftable, really. The recipe shows up in NEI, etc, but if you try to actually craft it "legit", it won't work no matter what you try.
I believe anytime you use a ic2 chargeable item in a recipe, you need to use the ic2 api instead. Recipes.advRecipes.addRecipe, see how MachineMuse does it in her recipes.
