Goal: Have multiple weather states in the world which are interesting and can cleanly transition

Preliminary

[x] Gather references
[x] Make notes doc to plan implementation
[x] Skim anime for refs/notes

Implementation

[x] Create weather manager BP
[x] Organize lighting n music bp so it isn't hell to look at
[x] Also simplify + optimize sky sphere material

Cloudy Weather

[x] Test different cloud implementations
[x] Figure out how clouds affect lighting n post
[x] Make zenith clouds change shape (like cloud timelapses)
