Your instructions for volumetric flow rate suggest putting a "moderate" flow rate value in the "Print Settings", "Speed" page, and then a higher value in the "Filament Settings", "Filament" page (as a "Print Speed Override")

In SuperSlicer 2.4.58.5, the slicer appears to always use the smaller of the two values. For example, if the "Print Settings" page is configured as 22 mm3/s, and the "Filament Settings" is set to 30mm3/s, the slicer will use the value of 22. (If the configuration is reversed, with 30 in print settings and 22 in filament settings, it will still use 22. Only if both values are >= 30 will it use 30.)

This can be seen on the "GCode Preview" tab (after slicing) and selecting the "Volumetric Flow" view.
