Updates Webpack config to use v4 (Legato) as well as other functional changes outlined below.

Major Changes

Updated dependencies and plugins to use Webpack 4 (#9)
Allows full customisation for local environment proxy out of the box (Fixes #14)
Added the CleanWebpackPlugin to clean out old bundles between builds (Fixes #5)
Turned off image optimisation out of the box - can be enabled manually when building for production

Minor Changes

Split configs into separate files for dev/production (Fixes #16)
Switched out MomentJS for the lighter date-fns library (Fixes #17)
Optimisation for build time reduction
Added the css-hot-loader to the watch task so that our CSS files don't override any new styles when building
Enabled javascript hot replacement to the watch task (Fixes #18)
Minor best-practices updates
Removed normalize.css from the initial setup
