fix countdown bug #5

call "timecheck" only if not used as countdown

I wanted the user to have full control in both directions. So the user can start at 0 and count up to a certain time and likewise when counting down. I know it is not needed for a countdown timer, but I did not want people to complain about the library not having it.

It's either I take that out and hear crap about it or leave it in and hear crap about it. I can't please everyone. Personally I would rather have as much as I can then not have enough.
