Publish on the Open VSX Registry #3

It would be nice if the extension was published on Open VSX to make installation easier in VS Code compatible editors :)

Done here! https://open-vsx.org/extension/AndrewNolte/vscode-system-verilog. Working on getting the namespace, but I think it's available now
