Make registering users easier

• Import csv with names and emails?

  • Include option to automatically enroll when they are imported? (this will be added to the usual registration method, see #82)

• API method?

• Option to designate a survey as a registration survey, which then does not require login? Use action tags to specify Name and Email fields?
