New bug report experience #319

This PR contains a commit that changes how users fill in the Bug Report. I moved from markdown-based fillings to YAML which enables dropdown, separate text areas, and more.

Every existing question on the previous template is still there. If you need help adding more questions to it, don't hesitate to contact me for help!

@Cupcak3 @Andrewthe13th or other Write-access user, please merge this PR ASAP.

This PR mandates the user to fill in their Issue with the template given, rather than text-based which allow them to delete the template altogether.

If you have questions or need some advice configuring it, please let me know.
