Illegal Draw Four penalty doesn't happen correctly to the bot. #1

Actually... that's how the rule works. If you play a draw four illegally, and get called on it, you take the four cards instead of your assailant. If you play a draw four legally, and get challenged, the challenger takes two cards on top of the four.
