FixEmergencyVehicles causing fps drop in some places

If FixEmergencyVehicles is enabled then the game start lagging in several places when draw distance(vanilla) in display settings are set in max. One of the example is around grove street bridge connected in cluckin bell in east los santos, cuz there is flickering texture there when this config is disabled there's no FPS drop and the flickering texture i mentioned is no longer flicker

You guys better stop putting 1000 mods in your game. Your game is not even clear so it's lagging/having weird bugs only because of your mods.

And dont tell me that this fix is breaking something, because that's clearly impossible for it.
