Update encoding to UTF-8 #19

Many files in the project are currently encoded in ISO8859. These should be updated to UTF-8 for submission to CTAN.

Suggest changing the encoding for all files at once and dealing with the consequences afterwards.

Think this was dealt with in commit f8428cb.

Reopening. The .dtx file and the PDF output are a disaster and should be fixed.
