For anyone stumbling in here or wondering why this issue is closed, the question of accessibility in PDFs has now been taken up by the LaTeX project in a multiyear project. See https://www.latex-project.org/publications/indexbytopic/pdf/ for news.
The article, "LaTeX Tagged PDF — A blueprint for a large project" may be particularly useful.
Given that accessibility has a lot of implications for lots of different folks, I’d like to start to identify them. Later I’d like to work with them to make sure they get what they need.
So far I think the following groups are important:
Writers / content creators
Publishers
Archives
Content consumers
Programmers
PDF Standards creators
Other legislators and regulators
Advocacy / rights groups
Latex team
