rbKarel - speaking each step gets out of synch #22

What steps will reproduce the problem?
1. check the "Say each change" box
2. run

What is the expected output? What do you see instead?
Karel should wait politely for the machine to finish speaking.

Please use labels and text to provide additional information.
All speech runs together in order but Karel's speed is not related to the 
completion of each step's 
description.

Solved for Macintosh only so far in r48 - need a declare for Windows but 
lowered priority because main user not 
using on Windows.
