Missing RemoteCommand software #7

We can enable "Remote Control" in Expert mode for MMDVMHost but it is missing binary file "RemoteControl" in /usr/local/bin from MMDHMHost package which we can use to send a remote command to MMDVMHost software.

I am asking for MMDVMHost updates in the pi-star distro 3.4.17 to the latest version of MMDVMHost and adding the RemoteCommand software from the MMDVMHost package so that we can send local messages via POCSAG use RemoteCommand. This command to send message to Pager was added to MMDVMHost in January 2019

These updates will be coming - but I need to make sure the logging does not get cranked up at the same time, its a problem I already face in Pi-Star v4. Once I get the bugs ironed out these features will come to 3.x also.
