Design Bug -- Adding assets in shipping/receiving modules

What is the expected output? What do you see instead?

Please use labels and text to provide additional information.
Add asset button when scheduling receipt/shipment, is confusing to
customers, they don't understand that their asset is already in their
shipping record. I created a ghetto mock up of my design suggestion, I
wasn't sure if the "add asset" button should read "add new" or if we should
keep it as is since it makes sense in my suggested location. (see attached
screenshot)
