Custom Fields, Enabled & Required boxes grayed out

What steps will reproduce the problem?
1. In admin module, choose custom fields
2. Create new Custom Field
3. Enter a Field Name & Choose "select" as your field type

What is the expected output? What do you see instead?
The Enabled & Required boxes are grayed out and will remain grayed out even
if user changes the field type. Bug doesn't occur when user chooses any
other field type, only when choosing "select" do the boxes gray out.

Please use labels and text to provide additional information.
