Use new bot scope for admin command(s) #24

Currently the only admin command is /previews, and is only allowed in the admin chat.

After doing this (and the main advantage of doing it), I should be able to add /previews and any other admin commands to the standard bot command menu exactly when appropriate. Currently admin commands are "unlisted."
