  1. upgrade to nodejs@18.19.1
  2. upgrade to pnpm@8.15.4
  3. upgrade dependencies for @types/chai, @types/superagent, @typescript-eslint/eslint-plugin, @typescript-eslint/parser, eslint, mocha, prettier and npm-run-all2

I'll leave the decision whether to do a release to you. Correct to your statement, that this PR use primarily aimed at tooling and dev dependencies updates.
