District Extensions for a town #30

There may be times when there's a nice plot of land nearby, but outside town radius. For those times, it would be nice to have some way to claim additional territory.

One way to do this might be to have a buildable item, such as a lamp-post, that provides a small radius of the same town's influence.

This might actually be very very necessary for use; if people continue playing, a town is bound to expand.
