I was also thinking that that there could be a Teacher NPC and a school for quicker passing of knowledge to other NPCs about tools and weapons.

This might be an interesting way to alter a citizen's job skill points. Maybe a GUI where the player could assign a citizen to study one or more job skills, and target skill point distributions.
