layers.txt: meta-ros commit updated. #28

Some users are experiencing difficulties when bitbaking the recipes because the current commit is not updated. I'm proposing commit 1a6a63ef2316a45a2fa07e00907a73d33aeeb7d7 which points to the last release (v0.1) of meta-ros.

Can you do this against the angstrom-v2012.12-yocto1.3 branch? That gets merged into master from time to time.
