update vcpkg & docs #870

Hi Angus,

Could you please update the documentation? The current version at this link shows version 1.3.0 instead of the latest one.

Additionally, could you add the new version to vcpkg?

Documentation updated, but I don't know who created the Clipper2 VCPKG. It wasn't me 😁.
