Static link for latest database dump #480

Currently, database dumps are managed as volatile resources whose filenames are distinguished by the timestamp they are generated as well as the namespace of the concern ("wiki", "document", etc).

For convenience, we should provide a static link that allows the user to download the newest database dump of a given concern.

For example, the newest wiki database dump can be resolved from a static link like https://dump.animethemes.moe/latest/wiki.

Deployed to beta for review.

Note: scheduled jobs aren't configured for this environment, but we can manually trigger this action in nova.
