incorrect circle size #4

it appears on my galaxy tab a (not sure about other devices) the hitcircles are extremely tiny. I have all size overrides disabled.

after a bit of testing it seems the circle size calculation is off by around 1. a map that is supposed to be cs4 matches official osu circle size at cs3 on opsu.
