[BUILD-621] chore: Make get_note_suspension_states available from flashcard selector #1009

Getting note suspension states from Anki when on an AnkiHub web page is currently only available from the AnkiHub AI chatbot iframe. This task makes it also available from the flashcard selector webview.

Proposed changes

Post the note suspension states response message...
- to the chatbot iframe if it exists in the context
- to the current window otherwise
Make ANKING_DECK_ID configurable using env var
Bump GHA upload-artifact and download-artifact to version 4 because the previous version got deprecated
