[ProjectEyePortlet] Existing projects are not displayed in the Home screen

Projects are existing in FMS database (created by FSoftInsight) which logon 
user is a member of it but is not in the Home Screen.

Please add a new section "Project have not joined"

The layout screen is as below:

The Home Screen only display the project that the user is a member of it at 
that moment, not show the project that the user used to be a member (have 
end_Date in assignment table)

I think Leader add team member is kind of enough. I will update joint function 
when I finish all the main function.
