Add preliminary file structure.

We should add directories for:

• CSS
• HTML
• JS
• VC

We should also add readmes (for filling out later!) listing relevant externally hosted resources, like:

• Google Docs curriculum and curriculum-planning documents
• Slide decks
• other resources I'm not thinking of right now or naively unaware of
