Draft PR updates with localization #254

1) removed from README as it's just duplicating info that has to be in the guide alone IMHO 2) removed the briar.md file 3) removed briar.md references in _config.yml 4) bumped up to 1.1.6 and updated the date (it's october and it's showing august) 5) created an appendix (B8) with localized information for both Ukrainians and Iranians

Checked with local rendering

Edit and merge as you see fit

Also this is a decent page the guide could have as they also use Transifex https://wiki.localizationlab.org/index.php/Briar

Oh, adding that you should consider tweeting about this in English and Persia on the right hashtags

I agree with moving the Briar recommendation for Ukrainians and other peoples looking for anonymous messaging during wartime and oppressive regimes. But we should have more than just a few languages available. We can also probably outright remove the Briar.md.

It's what's "most important" at this moment in the news which gives exposure to the project and possibly gain translators candidates. But it can be done for Uyghurs, Tibetans, Venezuelians, North Koreans (though it's probably useless since they have no internet access), Yemen, Sudan, Taiwan (for the future). Also,I was also limited by the languages they have on Briar project home page and video.

Especially Iran, since it's mostly daily protests now. Briar can be an essential tool to communicate with nearby protesters while staying in airplane mode. It's a start and should be "okay".

Translating this guide would require a lot of work. And a ton of translators. And figure out Transifex CI/CD options with GH. At least 2 translators would be needed for any language. Ideally 3. Only to self-review themselves. I'm clueless in Farsi btw, the text came from G Translate.

It's impractical for me to this "now" but I'll do my best to enable it. This is kind of a fresh burner GH. I propose under the assumption that reviewers who actually push the commits need signing more than people proposing things on a PR. Since I won't be making any commit. Me signing this doesn't matter? Right?

Correct. I just value transparency, and signing commits allows for both that and attribution. Thanks for the PR, it might need work, but it's something.
