Implement ISO 3166-2:AT #54

In order to implement future features (e.g. map (#57)), it would be nice to implement ISO 3166-2:AT. After implementation, Austrian federal states are going to be referenced internally by the ISO-code, instead of the full name.

This comes in handy, if a map implementation relies on the ISO-Code

This required restructuring the list of zip-codes. Instead the full name, the ISO-code was added. The steps for OpenRefine were uploaded.

If merged into master, the wiki-page should be updated.
