Void suppressors do not spawn #10

I'm not sure if i misunderstand the spawning conditions of a void suppressor or not, but they don't seem to be showing up on stages or locus

Broke when some post-sotv update came around, I have to get around fixing it, haven't really done so because the thing itself is rather buggy and people like having it disabled. Might get around it when I get time and I'm done with other stuff.
