Add the ability to load tracks from folders rather then config

This applies to users that just want to take a track and toss it into the combat folder or dungeon folder for specific type playback.

Make sure to check for duplicate tracks though.

This should also apply to any tracks in the just basic Tracks folder. Anything in here that is not configed should be assumed to be on all track types.
