Automate parsing of BIS functions and commands #2

Can parse md docs from MediaWiki page
Can parse SQF syntax definitions from MediaWiki Page
Can parse functions that take a single arg that is NOT inside an array (BIS_fnc_getCfgData)

List of improperly parsed docs:

[ ] createVehicleCrew
[ ] side documentation not formatted correctly
[ ] isEqualType
[ ] params
[ ] fullCrew (types are wrong)
[ ] regexReplace (array types are wrong)
[ ] useAISteeringComponent external documentation link is incorrectly parsed
