Remove scripts/config.ini #189

1.After https://github.com/AntelopeIO/DUNE/pull/184 was merged I think we don't longer need scripts/config.ini so it can be removed.

  1. Maybe tests/config.ini can also be removed?

tests/config.ini is used to test that an external config can be used. So we either want to keep it or we want to write a config in the tests.
