Add default values to CDT, leap, and refcon. #216

Update to allow setting contracts version. Update bootstrap/install files - making them more sophisticated. Update Docker to add default values for leap, cdt, and contracts. Added additional tests. Added documentation about setting leap, cdt, and contracts versions for release.
