Separate YAML Base Schema from docsgen

Nodeos plugin APIs are documented as YAML schemas. These schemas has many subschemas shared between EOS and Antelope. This issue tracks all the work needed to properly manage the subschemas.

• move subschemas AntelopeIO/docsgen/openapi to appropriate github location
  • Shared between ENF and Antelope developer documentation
  • AntelopeIO/leap has main YAML files
  • Versioned separately from developer documentation
• determine correct URL for serving subschemas
• automate production install and rehost as needed
