Add bios contract action to support Instant Finality #26

Depends on https://github.com/AntelopeIO/cdt/issues/215 and https://github.com/AntelopeIO/cdt/issues/210.

Add setfinalizer action to bios contract to set a new finalizer set.

Each key should have a proof of possession which must be validated.
